Call for Abstracts
IIFET and Nha Trang University invite you to submit 250 word (maximum)abstracts for papers and/or posters for presentation at IIFET 2008 Vietnam.
The normal deadline for submission of abstracts will be January 20, 2008; acceptance decisions will be communicated to authors by February 20, 2008.
However, new this year, we will also offer an alternative "Early Bird" review for those who need an earlier confirmed acceptance decision in order to make advance travel arrangements, obtain funding approval, etc.
Abstracts received by October 20, 2007 will be reviewed and authors informed of acceptance decisions by November 20. Those intending to apply for one of our prizes or travel support (in the case of developing country
participants) are urged to take advantage of the Early Bird review option.
The Scientific Committee will review abstracts for quality and relevance, and inform authors directly of accept/decline decisions. To achieve balance in the program, the Scientific Committee reserves the right to allocate
abstracts to presentation formats, themes or sessions different from those originally requested by the author. Early submission (well prior to the deadlines) is encouraged in order to avoid a last minute rush!
Abstract Submission
Abstracts should be submitted using the online abstract submission system which will be available via the conference website. The system will be very similar to that developed for IIFET 2006 and should be easy to use. Access to the system will be through the official conference website at http://www.ntu.edu.vn/iifet2008. The system will be open for submission of abstracts from August 20, 2007.
Please use the online system if at all possible. Where this is genuinely impossible, special arrangements can be made. To make these arrangements,please contact Dr. Le Van Hao via fax (+84.58.831147) or email (haolevan@yahoo.com), marking your inquiry "Abstract Submission" in the subject line.
NEW!! Call for Proposals for Special Sessions
The IIFET 2008 Organizers and the IIFET Executive Committee solicit proposals for "Special Sessions." These proposals should be relevant to the general conference themes, but may be on topics of special interest with
particular relevance to current issues, new methodologies, or other topics, that merit sessions with a oncentrated focus. Those interested in organizing a special session at IIFET 2008 should submit a proposal (maximum 2 pages) including a session title, description of the theme of the session, names of moderator/presenters/discussants, a proposed format and length of time of the session, and any other pertinent details. Original and creative discussion formats are encouraged. Signed agreements
by the all session participants that they will participate must accompany the proposals. A brief, signed statement from each proposed participant should be faxed to the attention of Dr. Le Van Hao at +84.58.831147. These
proposals will undergo a peer review process by the Scientific Committee, and prospective session organizers will receive acceptance decisions and/or
suggestions for additions or improvements. Paper presenters within accepted special sessions will be expected to submit abstracts through the normal channels at a later date. Special Session Proposals are due October 20,
2007; acceptance decisions will be provided by November 20, 2007.

Posters
Poster sessions will be available for presenters to share their research at IIFET 2008 Vietnam. Presenters are strongly encouraged to seriously consider this format, which is very suitable for presentations aimed at sharing information and knowledge which is highly descriptive, presenting general trends in graphs, or describing a program, where the presentation does not contain a great deal of complex economic analysis. Presenters who
are not comfortable communicating in English to a large group should also consider poster format. During the abstract review process, the scientific committee may determine that some abstracts submitted for oral presentation are better suited to poster-style resentation, and may reallocate them in order to achieve a balanced program.
The acceptable formats for posters--paper and/or electronic--are currently under discussion. Further details will be provided by December, 2007.
All poster presenters will have the option of submitting either their poster in pdf format, or a full paper conforming to the same specifications as those required of oral presenters, for inclusion in the proceedings.
Awards
Please note: All papers submitted for consideration for the awards described below must meet all paper formatting requirements established by the IIFET Secretariat, especially length requirements! No exceptions.
IIFET Best Student Paper Award
The IIFET Executive Committee is once again pleased to offer an award of $500 US to the author of the best student paper presented at IIFET 2008 Vietnam. To be eligible for the award, student authors must be currently
enrolled in a graduate program, or have completed such a program no more than 12 months before the submission deadline. That is, you must have been
enrolled through April 20, 2007. The submitting author must be the primary author of the paper.
Authors must go through the early or normal abstract submission process, and in addition, must submit the completed paper (conforming to all formatting requirements, especially length limits) by April 20, 2008, by email to Ann.L.Shriver@oregonstate.edu, accompanied by a letter of reference from the student's Head of Department or supervisor, and a completed and signed attestation of student status form (available on the
IIFET website).
The IIFET Executive Committee will review the papers and inform the winner prior to the conference. Standard journal article selection criteria will be used. At the conference a formal announcement of the winner will be made
and the award check and certificate presented. The winning paper must be presented at the conference and included in the conference proceedings.
Aquaculture Collaborative Research Support Program (ACRSP) Awards
This year, IIFET is offering three ACRSP-supported prizes. A cash prize of $500 will be offered for the best student paper on an aquaculture topic related to the developing world. Applicants must be students as defined in
the IIFET Best Student Paper information above, but must be citizens of and/or resident in a developing country. Partial travel support not to exceed $2,000 and free conference registration will also be provided to the
winner. (Additional expenses must be met by the prize winner or his/her institution.) Applicants must submit their papers in advance, according to the same schedule as that for the IIFET Best Student Paper.
In addition, ACRSP and IIFET offer two additional partial travel grants for aquaculture economics professionals (ie. not students). Up to $1800 each will be provided, plus free conference registration. Additional expenses
must be met by the participant and/or his/her institution. Applicants for these awards must 1) have a 250 word abstract submitted and accepted through the normal abstract submission process and 2) submit an extended
abstract of up to 1000 words for review by the ACRSP Prize Review Committee, by email to Ann.L.Shriver@oregonstate.edu, by April 20, 2008.
Submissions will be reviewed for quality and relevance; therefore, applicants are advised to include as much detail as possible within the 1000 word limit.
JIFRS Yamamoto Prizes
Any participant in an IIFET biennial conference from a developing country who presents a paper which is useful in encouraging the rational development of responsible national fisheries in his or her own country is
eligible to apply for a JIFRS Yamamoto Prize. Up to two prizes of $500 each will be offered.
Dr. Tadashi Yamamoto will assist the winners of the JIFRS Yamamoto Prize with an additional US$ 1,000 each to cover part of their travel cost to the IIFET 2008 Conference. The payment will be made together with the JIFRS
Yamamoto Prize at the IIFET conference in Vietnam.
Those who wish to apply JIFRS Yamamoto Prize are required to provide the complete paper by April 20, 2008, by email to Dr. Yoshiaki Matsuda, President of JIFRS at matsuday2006@yahoo.co.jp, with a copy to Ann.L.Shriver@oregonstate.edu (for format review). The JIFRS Executive Committee will review papers and select candidates for the prize.

*A very limited amount of travel support may be available to assist developing country participants. Those who will be requesting financial support for their travel are required to submit their abstracts using the
Early Bird process.
Registration
Registration fees will range from $325-$450 US, with special lower fees available for developing country participants, students and Vietnamese participants. Registration materials will be emailed and made available on
the conference website in December 2007.
Logistics
Visas: Visitors from most countries need visas to visit Vietnam. Residents of many countries, including the US, are required to mail their passports with an application, photo, and fee, to the Vietnam Embassy in their
country. This process takes time and should be undertaken as soon as conference participation is confirmed. More information will appear in the
second call for abstracts.
Flights to Vietnam from many locations in Europe, North and South America, and Africa can be expensive; early booking is recommended. Most routings will pass through either Hanoi or Ho Chi Minh City to Nha Trang's nearest airport, Cam Ranh. Several flights are available each day from these transit points.
Tourism
Nha Trang is located on beautiful Nha Trang Bay, a wonderful place for a unique tourism experience. A wide variety and price range of hotels, from inexpensive to luxurious, are available; tourist infrastructure is good,
and is developing rapidly.
With an average temperature of 26.5(superscript: 0)C (about 80(superscript:
0)F) and an average 2,380 hours of sunshine a year, Nha Trang's beaches are warm year round, making it the perfect place for a holiday. The city's main beach is covered in fine, white sand and forms a crescent around the
sparking blue water of the bay. In addition to its beaches, there are a number of attractions not to be missed when visiting Nha Trang, including
Ponogar Tower, Yen Island, and beautiful bays such as Van Phong and Cam Ranh.

Nha Trang University
Nha Trang University (NTU) is responsible for the multidisciplinary training and development of human resources at the undergraduate and
postgraduate levels. Other activities include research and technology transfer to meet the needs of industrialization and modernization of the
fisheries sector and other related industries in Vietnam. The University, founded in August 1959, began as the Faculty of Fisheries of the Hanoi Institute of Agriculture and Forestry (now called the Hanoi University of Agriculture No. 1); after a distinguished history of growth and development
its name was changed to Nha Trang University in 2006. Nha Trang University has built on a sustainable foundation and has gradually become a multi-disciplinary and multi-level institution with a strong emphasis on fisheries and aquaculture. Before 1990, the university had only 5 fisheries
disciplines; at present, 25 disciplines are offered for a variety of specializations. The University has also expanded from its original offering of undergraduate level training, and now offers 4 training levels ranging from professional certificate to doctorate.

POSITION ANNOUNCEMENT
CHAIRPERSON AND PROFESSOR
Position: Chairperson and Professor; Department of Natural Resources
Management, Texas Tech University, Lubbock, Texas. This twelve month
administrative position is key to providing leadership for a
multidisciplinary department with teaching, research, and outreach
programs. The Department includes the diverse disciplines of
conservation, fisheries, range, and wildlife management. The Chair must
be familiar with these disciplines and have an understanding of the
unique opportunities to integrate them into a multidisciplinary program.
The successful candidate must have a working knowledge of integrating
the teaching, basic and applied research, and outreach missions of an
academic unit. The Chair must have the ability to work with other
units, upper administration, faculty, staff, and students. In addition,
he/she must be proficient in developing and overseeing budgets and
managing resources effectively. S/he must be a demonstrated leader,
communicator, and visionary in guiding the Department. The Chair must
be instrumental in interfacing the Department with industry groups,
professional organizations, and the public clientele.
Responsibilities and Qualifications: The Department chairman has
leadership and administrative responsibilities for the Department, and
has the opportunity to teach and conduct research. Administrative
duties include providing leadership and coordination of departmental
teaching, research, and outreach activities; personnel and budgetary
management; and liaison within the college and with agency and industry
groups. Qualifications include demonstrated leadership and
administrative capabilities, experience in higher education teaching,
and an established record of research productivity. A Ph.D. in
conservation, fisheries, range, wildlife, or other closely related field
is required.
Salary: Salary will be competitive and commensurate with qualifications
and experience.
The Department: The Department of Natural Resources Management has 15
on campus faculty members, 160 undergraduate students, and 35 graduate
students. It offers B.S. degrees in Range Management, Environmental
Conservation of Natural Resources, and Wildlife and Fisheries
Management; and M.S. and Ph.D. degrees in Range Science, Wildlife
Science, and Fisheries Science. The Department has a substantial
endowment program which supports undergraduate scholarships, graduate
fellowships, a speaker series, and numerous student and departmental
activities. The Department has well equipped research laboratories as
well as state-of-the-art GIS and GPS equipment.
The College: The College of Agricultural Sciences and Natural Resources
includes six academic departments. Enrollment is 1,200 undergraduate
and 265 graduate students. Research and teaching programs are supported
by facilities on 20,000 acres consisting of 4 farms and an experimental
ranch. Cooperative relationships exist between the College and the
Texas Agricultural Experiment Station, the Texas Agricultural Extension
Service, and USDA-ARS. The Texas Cooperative Fish and Wildlife Research
Unit is housed within the College and is closely aligned with the
Department.
The University: Texas Tech University is a Carnegie Foundation Research
II Institution and is one of 4 major state supported, multidisciplinary
universities in Texas. More than 28,000 students are enrolled on the
University campus. The University and the Texas Tech University Health
Sciences Center share an 1,800 acre campus in Lubbock on the High Plains
region of the state. The University has 10 Colleges, a Graduate School,
and a School of Law. Lubbock is a city of over 200,000 that has never
forgotten its old west roots and small town friendliness.

Ce séminaire s'inscrit dans le cadre du projet INTERREG IIIB EMDI « Espace Manche Development Initiative » qui a pour ambition de développer et renforcer les coopérations franco-britanniques transmanche.
Les autorités locales françaises et britanniques, qui partagent les mêmes risques transnationaux liés à la diversité et à l’intensité des trafics en Manche, ressentent aujourd’hui la nécessité d’approches conjointes dans les domaines de la sécurité maritime et de la gestion de la pollution maritime.
C’est dans cette perspective que le Conseil Général des Côtes d’Armor organise ce séminaire et pilote une étude transnationale sur la sécurité maritime en Manche, en association avec Vigipol, l'Université de Plymouth, le comté de Cornwall et l'AMRIE.
Cet événement qui rassemblera élus et techniciens des collectivités territoriales, des associations et des autorités en charge de la sécurité maritime en Manche, a pour objectif de définir des propositions d’améliorations et de coopérations transmanche à différents niveaux d’intervention.
La première journée sera consacrée à la préparation de la gestion d’une pollution maritime, ainsi que les possibilités de coopérations offertes dans le cadre des programmes européens.
La seconde journée traitera de l'impact d'une pollution sur l'image du territoire et des aspects financiers d'une crise. Les ateliers de travail qui seront proposés devront contribuer à définir des axes de coopération futurs.

les 20, 21 et 22 Novembre 2007 en partenariat avec l’Agence des Aires Marines Protégées, le Conservatoire du Littoral, l'Université du Littoral de la Côte d'Opale (ULCO) et NAUSICAA, Centre National de la Mer, à Boulogne sur mer.
L’objet de ce colloque est de débattre et échanger sur les enjeux du domaine marin français, les expériences existantes en matière d’Aires Marines Protégées (AMP) tant nationales, que régionales et internationales afin de contribuer à la définition d’une stratégie nationale sur les aires marines protégées. cet effet, des séances plénières ainsi que des ateliers régionaux structureront les communications et débats. « Analyse économique des réponses des pêcheries aux changements écologiques, économiques et institutionnels ».
L.objet de la recherche proposée est d.analyser les réponses des pêcheries aux évolutions des contextes écologiques, économiques et institutionnels dans lesquels elles opèrent. La recherche s.inscrit dans le programme pluri-disciplinaire « CHALOUPE » (CHAngement gLObal, dynamiqUe de la biodiversité marine exploitée et viabilité des PEcheries) financé par l.Agence Nationale de la Recherche (http://www.projet-chaloupe.fr/).
Le travail portera en particulier sur l.étude des évolutions des flottilles de pêche opérant dans le golfe de Gascogne et de leurs productions, en réponse aux changements dans l’abondance des espèces qu’elles exploitent, aux évolutions des prix des facteurs de production et des produits, et aux modifications du cadre réglementaire de leur activité.
Le post-doctorant s’intègrera dans l’équipe du programme Chaloupe et contribuera à L’avancement des travaux et à leur valorisation dans le cadre de communications à colloques et séminaires nationaux et internationaux, et participera à l’effort de publication des résultats de la recherche.
Profil de candidature souhaité :
Doctorat en sciences économiques obtenu dans les deux dernières années, d'une université non-bretonne ; Bonne connaissance des outils d’analyse statistique et économétrique ; Maîtrise des logiciels de gestion de bases de données et de statistiques (Access, SAS) ; Bonne maîtrise de l’anglais.

The research aims at analyzing fisheries responses to changes in the ecological, economic and institutional contexts in which they operate. It is carried out as part of the inter-disciplinary research programme .CHALOUPE. (Global change, dynamics of exploited marine biodiversity, and viability of fisheries) funded by the French National Research Agency (http://www.projet-chaloupe.fr/).
The work will focus on the analysis of the responses of fishing fleet operating in the bay of Biscay to modifications in the abundance of target species, evolutions of input and output prices, and institutional changes affecting their activity. The post-doctoral research will integrate the research group involved in the .CHALOUPE. program and will contribute to ongoing work and its presentation via the preparation of communications in international conferences, and of publications of key research results. Candidates should have defended their PhD in economics in the last two years, in a university outside the French region of Brittany. A good knowledge of statistical and econometric tools would be preferable, as well as an experience in using data base and statistics packages (Acces, SAS), and a good working knowledge of English.

“Coping with global change in marine social-ecological systems”
Why a symposium?
Humans are integral components of social-ecological systems (interactive marine and human systems including the cultural, management, economic, and socio-political sub-systems within which ocean users operate as well as their physical-biological sub-systems1). Marine ecosystem changes have impacts on, and consequences for, the human communities that depend on these systems, and how these human communities respond to these changes can have reciprocal impacts on marine ecosystems. However, `natural` marine ecosystems are usually studied independently from their human components, and by different scientific disciplines with largely different scientific traditions (`natural`, `social` scientists and humanists). Understanding the important issues and collaborating with other disciplines is essential for correctly interpreting the causes and dealing with the consequences of the global changes in social-ecological systems.
Both GLOBEC, through its Focus 4 on the “Human Dimensions of Marine Ecosystem Change” and EUR-OCEANS, through its intention to organize “a socio-economically oriented European conference” (Annex 1 to the EUR-OCEANS workplan) are supporting the initiative for this symposium. Such a multi-disciplinary approach to understanding marine ecosystems addressed EUR-OCEANS intention to “make significant contributions to the world effort in defining mitigation strategies to confront global change, and to the ecosystem-based management of marine resources” (p.4, EUR-OCEANS Annex I). This activity will also assist EUR-OCEANS efforts towards “spreading of excellence” through a forum of multi-disciplinary scientists and knowledge users, focused on science for society objectives.

Way in which the symposium will address these needs
Central difficulties in developing understanding and collaboration between natural, social scientists and knowledge users on issues of global change in social-ecological systems include a lack of clarity on the underlying conceptual issues of marine and human community interactions, poor appreciation of the process of knowledge transfer from science to society and a lack of opportunity to meet and discuss these issues. To address these difficulties we propose a 3 day symposium on the topic of “Coping with global change in marine social-ecological systems”. This symposium, while broader in its vision, will specifically focus on four main themes, selected according to their relevance to GLOBEC, EUR-OCEANS, and FAO and their tractability in this cross-disciplinary mode:
1) conceptual issues relating to social-ecological responses to global changes;
2) synthesis papers between natural and social scientists drawing on comparisons from around the world; and
3) contributed case studies of specific examples of social-ecological responses to significant changes manifested locally.
4) Development of innovative approaches to the use of science and knowledge in management, policy and advice.
A central goal of the symposium will be to identify common elements and approaches that promote resilience of marine social-ecological systems in the face of global changes.
Outcomes of the workshop
Invited conceptual and synthesis papers, plus a selection of contributed papers, will be published in a special journal issue or as a book. Comments from the final panel may also be included in the publication.
Provisional list of participants
We anticipate participation from a wide range of natural and social scientists studying marine ecosystem changes and their interactions with the response of human communities that depend on the oceans, and its fisheries in particular. The Scientific Steering Committee (see below) provides a broad range of expertise and global experiences in marine ecosystem changes and associated human community responses. Members of the SSC will be responsible for obtaining funds to support the symposium, the selection of theme sessions, and the selection of invited speakers. A sub-set of SSC members will also be expected to serve as Guest editors for the publication(s) from the symposium.
Venue and dates
The symposium will be held at FAO Headquarters in Rome, Italy. The dates selected are 8-10 July, 2008
Financial Support
(1) EUR-OCEANS is providing ¤30,000 to support this symposium and the travel and participation of invited speakers. Funding of US$15,000 has been approved by GLOBEC International.
(2) We are seeking additional funding support for the symposium from potential interested agencies.
Statement as to whether the symposium is open to interested GLOBEC, EUR-OCEANS and FAO researchers.
This symposium will be open to all, and a wide group of participants, including natural and social scientists, marine resources managers, and development and community organisations are welcome.

• All oral sessions will be in plenary, to promote inter-disciplinarity
• An expanded poster session will accommodate contributed papers unable to fit into the oral sessions.
• Keynote plenary speaker starts each morning and addresses aspects of the topics for that day.
• 1 morning session between the mid-morning break and lunch

the first call for the XI International Symposium on Oceanography of the Bay of Biscay, which will be held in San Sebastián (Spain), between 2nd and 4th April, 2008.
In 2008 we will celebrate 20 years of the First International Symposium on Oceanography of the Bay of Biscay. However, a second important celebration justifies the return of this Symposium to San Sebastián: in 2008 we commemorate the first century of the Oceanographic Society of Gipuzkoa. This is the second oldest oceanographic society of the world (founded in 1908), after that of Monaco
Hence, we decide to subtitle this Symposium as “100 years of research within the Bay of Biscay”. However, we do not want a nostalgic view to the past, but an open window to the future. Following this criterion, although the main topics of the symposium are structured as in previous conferences, they are open to those new researches that have been started in recent years: global change, integrative assessment, marine protection, ecosystem approach, ecological modelling, etc.

La synthèse des flottilles de pêche 2005
Cette synthèse des Flottilles de pêche françaises de mer du Nord – Manche – Atlantique pour l’année 2005 a été réalisée dans le cadre du programme « Systèmes d'information et techniques d'observation, économie et diagnostic de l'évolution des ressources et de leurs usages » de l’Ifremer. Ce programme vise à répondre à la mission de service d’intérêt public de l’Ifremer qui consiste à « connaître, évaluer et mettre en valeur les ressources des océans et permettre leur exploitation durable ». Il regroupe ainsi des projets correspondant chacun à des ambitions spécifiques. Le projet « Système d’Informations Halieutiques » (SIH) constitue le réseau opérationnel et pluridisciplinaire d’observation des ressources halieutiques et des usages associés.
Ce document, quatrième édition d’une série lancée en 2000, est une restitution globale des données collectées sur les flottilles françaises en 2006 sur l’année de référence 2005, dans le cadre du SIH, et en particulier au travers de son réseau d’enquêteurs. Cette synthèse 2005 réactualise la Synthèse des flottilles de pêche 2003, éditée par l’Ifremer en 2005. Cette restitution a pour ambition de présenter, de manière synthétique, l’activité et la situation économique de la flotte de pêche française de mer du Nord – Manche – Atlantique, à destination d’un public très large. Institute of Food and Resource Economics, Faculty of Life Sciences, University of Copenhagen wishes to appoint a professor with special responsibilities in Fisheries Economics from September 1, 2007 or as soon as possible thereafter.
The professorship is limited to a three or five year period, with the option of a three year extension. On the expiry of the professorship period, the appointee is ensured employment and remuneration as an Associate Professor.
The objective of the Fisheries Economics and Management Division, to which the professor will be affiliated, is to maintain and develop knowledge and competence concerning advice, research and education in fisheries economics and management. It is the duties of the division to cover the following areas:

¨ Bioeconomic modelling and economic impact assessment
¨ Common EU fisheries policy and management
¨ Management of and participation in international, multidisciplinary research projects

Présentation du poste
Habitué de la navigation en mer, sa vie quotidienne dans les quarantièmes rugissants est au contact des marins de la grande pêche australe. Mis en place sur chacun des bâtiments autorisés, le contrôleur de pêche du Territoire vit au rythme des marées d'une durée de trois à quatre mois sur les palangriers dans les zones de Kerguelen et Crozet, ou pour des campagnes à la langouste de deux mois, dans le zone de Saint Paul et Amsterdam.
Les fonctions
Chargé à bord des navires autorisés du contrôle de l'application de la réglementation en matière de pêche. Il assure également le suivi scientifique de la ressource halieutique (prélévement, mesures, sexages) en relation avec le muséum national d'histoire naturelle.
Dans le cadre de la surveillances des zones économiques exclusives des Terres australes et antarctiques françaises, il est agent assermenté auprès des tribunaux et dresse les procès verbaux de constat de pêche illicite ou non réglementaire.
Qualités requises et profil
Doté d'une bonne condition physique, le contrôleur des pêches doit faire preuve d'une certaine autorité naturelle renforcée par sa connaissance de la mer ou du monde de la pêche.
Son expérience de l'administration maritime (ancien gendarme maritime, marin d'Etat ou contrôleur des affaires maritimes) ou du milieu de la pêche (scientifique spécialisé dans le domaine, ancien marins pêcheurs) sont de sérieux atouts.
S'y ajoutent une bonne connaissance de la vie embarqué, des qualités d'organisation et d'endurance, une aisance relationnelle et une capacité à travail seul, un intérêt pour les questions environnementales.
La maîtirise des logiciels informatiques courants est indispensable (excel, word, messageries).

Elaborée en 1992 par un petit groupe d’experts quasiment inconnu, la procédure de non-respect du Protocole de Montréal sur les substances qui appauvrissent la couche d’ozone a entamé un véritable processus de réinvention de la responsabilité internationale en matière de protection
de l’environnement, domaine où elle semblait pourtant vouée à une existence purement théorique. Les derniers développements en attestent :
si le Protocole de Montréal constitue un succès aujourd’hui unanimement reconnu, c’est pour bonne part grâce à la pratique issue de cette procédure. Enracinée dans le pragmatisme et la souplesse, elle a conduit à un encadrement à la fois coopératif et serré des Etats parties. En
disposant d’un outil leur permettant de faire face et d’agir sur leurs incapacités à respecter certaines de leurs obligations, les Etats présentent aujourd’hui un niveau de conformité qui s’est sensiblement amélioré, malgré la possibilité de sanctions, et au-delà de la simple
évacuation d’un vocabulaire qui fâche, traditionnellement attaché à la responsabilité internationale.
Les tentatives de novation de la responsabilité internationale dans le cadre de la protection internationale de l’environnement ne constituent pourtant pas nécessairement des voies de réussite. Depuis leur mise en
place il y a trois ans, les réunions internationales sur l’élaboration d’un régime de responsabilité et réparation au sein du Protocole de Cartagena sur la prévention des risques biotechnologiques, constituent un exemple caractéristique des tâtonnements de la société internationale.
La conférence sera l’occasion de revenir sur l’actualité de ces deux procédures. Deux questions principales seront examinées : pourquoi les Etats n’ont-ils pas marqué leur opposition au durcissement qu’a connu la pratique de la procédure de non-respect du Protocole de Montréal ces
dernières années, alors qu’il s’agit d’un instrument fondé avant tout sur la coopération ? En parallèle, à quoi tient le fait qu’un tel modèle n’ait pu avoir de réelles incidences positives sur l’élaboration de la procédure de responsabilité et réparation dans le cadre du Protocole de
Cartagena, alors que par ailleurs il a été intégré extrêmement rapidement dans l’ensemble des instruments récents de protection internationale de l’environnement ?
* Céline Nègre est co-fondatrice et responsable du développement du
CEDRIE (CEntre de Développement de la Recherche Internationale en Environnement), à l’Université de Montréal. Elle est également chercheure invitée au CERIUM (Centre d’études et de recherche internationales de l’Université de Montréal).
Spécialiste de droit international de l’environnement, Céline Nègre consacre ses recherches aux mécanismes de mise en ½uvre des conventions multilatérales relatives à la protection internationale de l’environnement, et en particulier aux procédures de non-respect.
Les activités du CEDRIE qu’elle a mises sur pied depuis 2005 portent chaque année sur l’examen interdisciplinaire des questionnements actuels que soulève la mise en ½uvre d’un instrument récent de protection internationale de l’environnement. L’année 2005-2006 a ainsi été
consacrée à la mise en ½uvre du Protocole de Kyoto et l’année 2006-2007 est centrée sur la mise en ½uvre de la Convention sur la diversité biologique (v. www.cerium.ca/cedrie).

Management of marine renewable resources is complicated by the fact that
sound management calls for advice for both natural & social scientist or
at best a common and coordinated advice from the two scientific
communities. Add to this the reality that the actual management often
bears little resemblance to the design guidance that is given in
bio-economics textbooks.
So, the questions are 1) How to establish the fruitful interface between
biologists and economics and 2) Whether there is a room for
policy-oriented biologists and economists?
The workshop will address these issues. One core factor influencing the
interface between biological and economical advice is the transformation
of the knowledge of the stocks to economic units. Another factor to
explore is how much room there is for design improvements that still
respect the political constraints in fishery management.

La Commission pour la conservation de la faune et la flore marines de l'Antarctique (CCAMLR) lance un appel à candidatures pour le poste de chargé des affaires scientifiques à pourvoir à son siège, à Hobart, en
Australie.
Etablie en vertu d'un traité international, la CCAMLR, qui regroupe 34 pays, a pour objectif spécifique la conservation de la vie marine de l'Antarctique, tout en veillant à la durabilité de l'exploitation de certaines espèces au sud de 45°S.
Relevant du secrétaire exécutif, le chargé des affaires scientifiques est responsable de la coordination des liens fonctionnels entre la CCAMLR et son Comité scientifique, facilite la mise en oeuvre des décisions sur les questions scientifiques et soutient les activités scientifiques de la CCAMLR grâce à son expertise scientifique.
Les postulants devront disposer de qualifications de haut niveau (bac + 4 minimum), d'une grande expérience dans une discipline scientifique ayant trait aux travaux de la CCAMLR et de solides connaissances dans des domaines pertinents de la science marine et/ou polaire à l'échelle internationale. Le candidat ou la candidate retenu(e) fera preuve d'une aptitude réelle à l'analyse scientifique et à la modélisation de pointe, possédera de bonnes connaissances informatiques et sera en mesure d'apporter son soutien à des réunions scientifiques de haut niveau. Il ou elle sera à même de présenter clairement des informations tant par écrit qu'oralement. Une expérience de la révision scientifique sera un avantage. 2. CCAMLR Science Officer Duties
The CCAMLR Science Officer works under the direction of the Executive
Secretary to whom he/she is accountable. The Science Officer:
1. Answers to the Executive Secretary in coordinating functional and
scientific links between the Commission and Scientific Committee.
2. Contributes scientific expertise/initiative/input in support of
Commission, Scientific Committee and working group activities.
3. Contributes to planning of Scientific Committee intersessional work.
4. Liaises with the Data Manager on development and implementation of
Secretariat technical and scientific tasks.
5. Facilitates implementation of Commission and Scientific Committee
decisions on scientific matters.
6. Provides support for relevant Scientific Committee and working
group meetings.
7. Supervises scientific aspects of the CCAMLR Scientific Observer
Data Analyst?s function.

3. Science Officer Salary, Allowances and Benefits
The CCAMLR Science Officer is appointed in conformity with the
organisation?s Staff Regulations (see (4) below) in the Professional
Category in accordance with the corresponding scale of salaries,
allowances and benefits that apply to officials of the United Nations
Secretariat employed in Australia. The scale of salary is established
in US dollars, but is paid in Australian dollars.
The current commencing salary is in the range US$61 834 to US$66 401
per annum net which does not include periodic adjustments (normally in
excess of 40%) for currency fluctuation and location as determined by
the United Nations International Civil Service Commission. Allowances
are based on the United Nations System and include removal,
installation and repatriation allowances, home leave allowance every
two years, social security and child education benefits, as well as
six weeks annual leave. There is a contributory superannuation scheme
with full portability of benefits.

7. Recruitment Timetable
The timeline for the recruitment of the new CCAMLR Science Officer is
as follows:
Placement of advertisement by Secretariat No later than 31 January 2007
Placement of advertisements by Members No later than 21 February 2007
Deadline for submission of applications (including standard form) No
later than 30 April 2007
Applicants short-listed No later than 31 May 2007
Short-listed applicants notified No later than 30 June 2007

PROCEDURES FOR THE APPOINTMENT OF THE CCAMLR SCIENCE OFFICER
Advertisement
(i) An advertisement for the CCAMLR Science Officer post will be
placed on the CCAMLR website and highlighted on the homepage. The
recruitment page on the website will include relevant supplementary
information, including Member country contacts.
(ii) The advertisement should be placed by Commission representatives
in national and international publications and websites. Websites
should be used as a preference whenever available and should be linked
to the CCAMLR recruitment website page.
Eligible Applicants
Only citizens/nationals of a Member of the Commission may apply for
the CCAMLR Science Officer post.
Personal Applications
Applications may be made by eligible persons directly.
Submission of Applications
Applications must be submitted electronically to the Executive
Secretary through the Secretariat and copied electronically to the
Member contact designated above. Applications submitted by mail will
be returned.
Receipt of Applications
Each applicant will be notified by the Secretariat of receipt of his
or her application.
Ranking of Applicants
The Executive Secretary, in consultation with the Chair of the
Scientific Committee if necessary, will rank the applicants in order
of preference.
Short List
The candidates with the five highest ranks will be short-listed for
selection. Should the application of any candidate be withdrawn, the
next ranking candidate will be substituted.
Interview Process
The short-listed candidates will be interviewed by the Executive
Secretary with input from the Chair of the Scientific Committee and
the incumbent CCAMLR Science and Compliance Officer if necessary.
Travel and per diem expenses of candidates invited for final selection
will be reimbursed by the Commission except where a Member of the
Commission pays for these costs directly.
The chosen candidate will be notified as soon as possible after the
interview process is complete.
Start Date
The chosen candidate will report to the Secretariat Headquarters two
full weeks (i.e. on 1 February 2008) before the departure of the
incumbent Science and Compliance Officer in order to allow for a
transition.
Selection Criteria
The successful applicant should demonstrate:
? A high-level tertiary qualification and a proven track record in a
scientific discipline relevant to CCAMLR?s work and in applicable
international marine and/or polar science.
? An aptitude for contemporary scientific analyses and modelling.
? A high level of scientific leadership, experience and competence, in:
- management of scientific activities and staff
- planning and implementing scientific activities
- clear oral and written presentation of scientific information and results
- provision of scientific support to high-level committees
- operations of international, regional and/or intergovernmental
organisations.
? Editorial skills.
? Computer literacy.
? Familiarity with Antarctic affairs.
? Familiarity with fisheries and/or ecosystem management.
? Language skills.
Salary, Allowances and Benefits
The appointment will be for a term of three years with the possibility
of renewal. The current starting salary is in the range US$61 834 to
US$66 401 per annum net which does not include periodic adjustments
(normally in excess of 40%) for currency fluctuation and location as
determined by the United Nations International Civil Service
Commission. Allowances are based on the United Nations System and
include removal, installation and repatriation allowances, home leave
allowance every two years, social security and child education
benefits, as well as six weeks annual leave. There is a contributory
superannuation scheme with full portability of benefits.
Availability
The individual chosen for the post of CCAMLR Science Officer must be
available to start on 1 February 2008 for a two-week period of
transition with the incumbent Science and Compliance Officer and will
assume the post on 15 February 2008.

International Cooperation within the New Research Framework Programme of the EU
The European Society for Ecological Economics (ESEE) is building up a database of research groups in Europe, Africa, Latin America and Asia in order to foster international cooperation and research in ecological economics within the 7th framework programme of the European Union. Roldan Muradian is organizing this on behalf of the ESEE board.
The aim of the database is to gather and share information about research interests and teams. By consulting the database, research groups with similar interest may establish contact and start the development of joint proposals to be submitted to the European Commission. Once completed, the database will be published online in the website of the ESEE.
The new framework programme (7th) of the European Union emphasizes very much international cooperation. In this new scheme, countries outside the EU may participate as partners in all the calls. Furthermore, there are calls devoted to “specific international co-operation action”.

Afin de connaître, évaluer et mettre en valeur les ressources des océans et permettre leur exploitation durable, l’Ifremer s’est doté d’un réseau pérenne et pluridisciplinaire d’observation des ressources halieutiques et de leurs usages, le Système d’Informations Halieutiques (SIH).
L’objectif est d’appréhender le système pêche dans toutes ses composantes, par la collecte de données en étroite relation avec l’administration et les pêcheurs professionnels. Outre la mise à disposition d’informations à l’ensemble des programmes de recherche halieutique et le soutien aux missions d’avis et d’expertise halieutique de l’Ifremer, le SIH élabore des indicateurs intégrés sur les pêcheries et flottilles, à destination de tous les acteurs de la filière pêche et du grand public.
En tête de la flotte du littoral mer du Nord – Manche – Atlantique avec 40% des navires, la Bretagne pèse lourdement dans l’évolution et les caractéristiques de la flotte nationale.

La fiabilité des données scientifiques relatives au changement climatique est maintenant universellement reconnue, si ce n'est peut-être par quelques négationnistes invétérés ou par des émirspétroliers au Moyen-Orient, en Russie ou en Alberta. Cela ne signifie pas qu'il n'y ait pas d'incertitudes importantes quant à l'évolution du climat, mais ces incertitudes sont identifiées et souvent même encadrées dans des limites qui ont pu être estimées empiriquement ou au moyen de simulations adéquates. Elles ne peuvent plus, en aucun cas, être invoquées pour différer les actions nécessaires, lesquelles, comme le souligne Hervé Le Treut, doivent être déterminées dans des débats associant scientifiques, politiques et citoyens.

Le rapport du GIEC (Groupe d'experts intergouvernemental sur l'évolution du climat) récemment finalisé a montré que les modèles actuels confirment les prévisions faites depuis les années 80 à partir de modèles plus simples. L'évolution récente du climat global suit également les anticipations des modèles. Des risques de déstabilisation supplémentaires, par exemple en raison de l'interaction du climat avec
la biosphère, ont aussi été mis en évidence.
Face à cette confirmation des menaces, le rôle des scientifiques est désormais d'aider à dimensionner les réponses nécessaires, en termes de politiques publiques par exemple. Les incertitudes qui subsistent dans la formulation des modèles, l'imprévisibilité partielle du système climatique obligeront probablement à des allers-retours nombreux entre le monde du débat politique ou public, et celui de l'expertise scientifique

Hervé Le Treut est un modélisateur du climat. Après des études de physique à l'ENS, il a effectué une thèse sur le rôle climatique des nuages. Il s'est ensuite investi dans le développement des modèles couplés océan-atmosphère, ainsi que leur application à l'étude desclimats futurs. Il est directeur de recherches au CNRS, professeur à l'École polytechnique et dirige le Laboratoire de météorologie dynamique,(CNRS/ENS/École polytechnique/université Paris 6). Il est membre de l'Académie des Sciences. Il a participé au rapport du groupe 1 du GIEC.

The University College London (UCL) and REFGOV in association with UK-DEFRA, FAO, IUCN and UNEP-WCMC announce the Ninth International BIOECON conference on Economics and Institutions for Biodiversity Conservation. The conference will be held at Kings College Cambridge on 20-21 September 2007. The conference will be of interest to both researchers and policy makers interested in or working in the management
and conservation of biodiversity.
The conference will have sessions examining institutional frameworks, the use of social capital and the management of knowledge for biodiversity conservation, as well as the economic analysis of policies for managing biodiversity in a context of high uncertainty. Papers are specifically invited on the themes of:
- Different institutional frameworks for conservation (property rights,
contracts, markets, trust funds, public institutions, etc.)
- Role of informal rules such as social capital, trust and reputation in biodiversity conservation
- Efficient knowledge management for the sustainable use of biodiversity
- Foundations for providing for global public goods
- Development of international institutions for biodiversity conservation
- Institutions for payments for environmental services (and especially for international payments) and applied methodologies for valuation of ecosystem services (marine and terrestrial)
The conference will take place over two days, with sessions consisting of papers on the above themes. In addition, there will be a policy forum chaired by DEFRA, FAO, IUCN and UNEP-WCMC, leading a discussion on the issue of the development of mechanisms for making payments for environmental services.
Papers may be submitted for presentation within the conference and will be considered by the programme committee. Electronic copies (in WORD or PDF format) should be sent to Mare Sarr (m.sarr@ucl.ac.uk ) no later than 30th April 2007. Acceptance of papers will be notified by email in May 2007. Registrations for the conference are due by 15th June 2007.
The conference will open with a reception at Kings College Cambridge on the early evening of 19th September. Conference sessions will commence on the morning of the 20th of September and conclude on the afternoon of the 21st of September. Accommodation for all participants will be
organised within Kings College, with a conference banquet at the Kings College Great Hall on the evening of the 20th of September. Lunches and refreshments will also be provided.
The hosts will cover all conference costs (except travel) for paper presenters and discussants. There will be a £400 registration fee for all other participants that will include two nights lodging at Kings College, the banquet, lunches and refreshments. There is a £100 registration fee for day-participants (that includes lunches and refreshments but not lodging and the conference banquet). Registration
